Update EIP statuses (#3096) I'm updating EIP statuses according to #2996. The mappings are as follows: ``` Draft => Draft Last Call => Last Call Accepted => Final Final => Final Superseded => Final Abandoned => Withdrawn Rejected => Withdrawn Active => Living ```
